New Redbook TechNote -- "Journaling at object creation on DB2 for iSeries"

When new physical files, data areas, and data queues are created in a library, it is possible that the system will automatically start journaling changes. You can force journaling to automatically start if the QDFTJRN data area exists in the library where the object is created. The data area's contents specify which object types are to be automatically journaled and which action will cause the object to start journaling.
